Further strengthen efforts to promote green building development

A number of provisions to enhance building performance

 

  In order to implement well the Ministry of Housing and Urban Construction "national project quality management action plan two years" and "Shanghai Green Building Development three-year action plan (2014-2016)" (Hu Fu Ban Fa [2014] No. 32) requirements, further strengthen green building, prefabricated building development, to enhance the quality of construction and quality, the government agreed, formulated the following provisions:

 

First, the prefabricated building system, including architecture concrete structures, steel and wood structure; district and county governments and relevant management committee should strictly implement the civil implementation of the new prefabricated building in accordance with the requirements of the existing provisions of the city; the new industrial building should be fully in accordance with the requirements of prefabricated construction.

 

Second, public rental housing, affordable housing, within the Outer Ring Road and the eight low-carbon development practice area (Hongqiao Business District, Chongming County, Changning Hongqiao area, Lingang New Town, Huangpu riverside Bund area, Xuhui Riverside, Jinqiao Export Processing District, Fengxian South Bridge Park), six key functional areas (Hongqiao Business District, Expo area, Shanghai international Tourism Resort, port area, foreshore areas, the Huangpu River) prefabricated residential entire renovation should be implemented simultaneously, encourage using interior decoration industrial production and further improve the integration of the decoration design and construction standards.

 

Third, the new civil construction related technologies should meet the following requirements:

1, the heat transfer coefficient K value outside the building doors and windows should be less than 2.2 (W / m · k), windows and doors airtight performance rating of not less than 6;

2, the new civil slab thickness shall be not less than 150mm, and to take appropriate technical measures to meet the insulation requirements;

3, building drainage channels should be used in noise, silent pipe, encourage the promotion of the application of new energy saving materials;

4, strengthen technology and complete sets of parts quality control, encourage the use of new buildings with floor drainage technology.

5, to encourage research and development and to explore the use of external shading technology in the new civil construction.

 

Fourth, the new buildings at the design stage should prepare green building (except industrial plants), prefabricated building design special articles, special articles design depth should meet the requirements, and green building star rating, prefabricated building area (by building a single body calculations, temporarily including small supporting ancillary facilities, such as garbage rooms, power distribution room and other areas), structure, prefabricated rate, the assembly rate for explicitly described. Seven, the need to implement a layered body structures, phased acceptance, the construction units should be in conjunction with the pre-construction supervision and construction units to formulate the main structure of hierarchical, phased inspection program supervision unit by the audit, quality supervision departments reported after implementation of the record. After the prefabricated building project was completed, the construction unit should indicate the prefabricated building performance indicators, prefabricated rate, acceptance rate comments assembly in project completion and acceptance report and signature confirmation by the parties participating in the construction.
